When the courts close fewer people will use those that remain (as they are difficut to get to) and this will show that this was the right decision. It will also encourage them to carry our more cuts, and before long the only court that is open will be in Bootle, and it will only be open on Tuesdays. Thi will have very few customers, and the system can close entirely.
